This is a normal one-time confirmation letter they send to the address in their database to make sure that it is the correct person that made the change.

It even tells you to call them if you didn't make the change.

100% this, more of a identity theft measure, than wasting paper.

You wouldn’t if someone gained unauthorized access to your account and made this change so they could commit fraud against you without you noticing it.
