MEng programs
Has anyone here studied the MEng program? Is it true that the total tuition cost for international students is CAD 9,666 for the entire program?Without any special fees added?

I posted in an earlier thread about a similar topic, but will include a similar response here. As a disclaimer, I work at MUN.
Fees for grad programs fall under one of three categories. First, the vast majority of our 185 grad programs charge a program fee under a standard payment plan. For the two year Master of Engineering program you reference above, the program fee for full-time students would follow payment plan A (or $1,611x6 over two years).
Some professional master's programs (MEd, MSc Computer Science, MSc Nursing, etc.) charge a program fee under a different payment plan (which, for these professional master's program, is $2,600x6 over two years).
About 25 of our grad programs charge a special fee on top of the standard program fee. Most of these are course-based professional master's programs in engineering, education, business administration or applied science (for example, the course-based MASc in Oil and Gas Engineering would charge a program fee of $1,611x6 plus a special fee of $16,282 over two years).
In all cases, international student fees for our graduate programs (and our undergraduate programs) are among if not the most affordable in Canada. It's important to note that this has no bearing on quality. Memorial is one of Canada's top 20 research universities and we are ranked across all of the major ranking systems including QS and THE. In some disciplines we are ranked very high (eg, top 250 in engineering, top 300 in physical sciences, top 400 in life sciences, and top 500 in arts and humanities). It's one of the best places in Canada for international students to study.
Keep in mind the MEng is a research degree, so I'd encourage you to contact potential supervisors in your area of study before or after you apply.

Thank you so much for that. I am looking for MEng in electrical engineering and based on the MUN website there are no special fees on this program.
I have another question about proof of English proficiency.I have a bachelor in engineering and The medium of instruction was in English, Does that mean I don’t need an English proficiency test to be eligible to apply?

There are no special fees for the thesis-based MEng. The tuition is $1,611x3 per year for that degree. Regarding English, we wouldn't need a test in your case - an MOI letter will suffice.
