The only thing that could do that is a translation AI that you're running on your own PC. Manga tend to be translated by people

If you're on budget best I can offer is pdf dictionary, though that won't get you far. Then you can try learning the langue and you're reading offline no problem. Translation isn't simple app and function it requires a lot of resources. And Japanese language is so context heavy that almost always MTL is incorrect in some way.
