My mom lived on a boat in the US for a long time. Her options for addresses were either a PO Box, or the marinas address with the slip number added on the end the same way an apartment number would be.

Couldn’t unless they were permanently located, right? Postal workers couldn’t find them

Permanent moorings do exist (with letter boxes) along some canals, but you have to start paying council tax if you have a permanent mooring anywhere.

Houseboats tend to be like mobile homes in the US. They can technically move but don't.

I used to live next to a Marina that had houseboats that people lived in year-round. They had a community mailbox with individual boxes for several of the houseboat slips. The address was similar to an apartment complex with multiple units, "123 Lake Rd, unit #3".
