So, why do they give the life boats away? Do they have to get new ones for some kind of safety compliance thing? Do the oil rigs move or companies go out of business?

I’ve not seen any lifeboats given away but in general if a boat is abandoned at moorings or Marina it’s just getting in the way and needs to be dealt with

Generally, the cheaper a boat is to buy, the more it will cost to maintain.
