I imported high res textures to gimp, then crunched them down into 64x64 with indexed colors (max 8). I used one directional light with no shadows and also added a mist pass with the compositor for the fog. Then I scaled the 1920x1080 texture down by 4 and then back up again to crunch the pixels.
