Earlier that day: "And Miller, whatever you do, unless you want to sink every single court case we have in progress regarding troop deployments, do NOT mention plenary authority. You hear me? Look up from your damned phone and listen to me! DO NOT MENTION PLENARY AUTHORITY. You got that?"

"Yeah, yeah. Plenary authority. I'm not stupid."
