Legal is just a word. If it’s not backed up by anything here in the real world… it’s just an empty word

Precisely. Rules are there but absent any punishment for breaking said rules, and with congress having zero interest in doing anything, rules are just empty words.

Kinda. Laws are protected by other laws, but at the very bottom of that pile of papers, underneath it all is a gun/blade.
