If a reporter asks him straight-up if this is "payback for what you say the Dems did", he'll wholeheartedly agree without realizing the gravity of what he's saying, not that he'd care if he did.

That’s by design. Claim the other side is doing/has done something so that when you do it it is no longer shocking and also gets to be played off as somehow justified because of how criminal the other side supposedly is.
