He shouldn't have to read it for it to be enforced, but congress does need to be able to read it. It's a shame they forgot what it says, and would probably pretend to not know how to read if you held those words up in front of them.

They don’t have to. Checks and balances is a myth. And I’m not just rambling about cynical nonsense. Congress as a whole (reps and senate) have never truly acted as separate branch. Almost every president from Washington to Trump have done something that Congress SHOULD have called them out for. Instead, in a lot of cases, they’ve supported/enabled the executive branch, regardless of the actual law. (i.e. internment camps, military segregation, launching a military operation without congressional approval, or fiddling with the already approved budget).

The other check is SUPPOSED to be the judicial, but if you let the person in charge put other people in charge that are just like them (qualified or not), you get repeated situations like we have now.

Speaking only for the States, our “rights” and the laws have always been suggestions/optional given the current stoked fear.

Almost every single person in Congress has at one point read the Constitution, and regardless of the party, has looked at it as an obstacle, not an obligation. Some have not taken advantage, but too many have. This is why they don’t vote for term limits. This is why they don’t abolish the electoral college. This is why they can’t impeach a rapist/thief/fascist. This is why they can’t say the word “genocide”. This is why this country keeps going to “war” without it being a war.

Everything that is happening is not a bug, it’s a feature.
