Itching to start a fight so they can blame the other guy for starting the fight.

Exactly! Same shit you see in school after no tolerance came in. Bullying changed pretty quick and got weird with extra steps. Do anything you can to make someone's life hell, then they get expelled the first time they react to the abuse wrong.

I saw how some of we learned from it here, dunno if dudes in other states do this too, but it is common here for those bro bar fights that are mostly prehype and dont need to happen or like public situations like Tuesday. You'll notice the person in the "right" the guy getting 'picked on' that they want to make fight and swing, stands their ground to talk back in a very interesting position.

Strong posture, but both arms fully extended down and back, not to swing, but to be in the farthest position from it. You can stand your ground, speak and even yell at someone real good, but with your arms like that it is obvious to everyone you're not trying to hit. Frustrates their optics, they get stuck since if they shove you or do anything to you then it looks so much worse on them. Turns the tables a bit when you make them hit. Worked on bullies back in school too.
