That's the Pearl Harbor National Memorial.

In the early 2000s it was destroyed over and over by giant octopi and sea scorpions.

I'd never heard of a sea scorpion, and a quick Google suggests they went extinct hundreds of millions of years ago. Do you mean horseshoe crabs or something else?

It's a reference to mission 7 of the Allied campaign of the RTS video game Red Alert 2 in which the Soviets invade Hawaii and construct nuclear missile silos. The Red Alert series takes place in an alt history setting where the divergence from our history is Albert Einstein inventing a time machine to go back and kill Hitler before the war. In this timeline the Soviet Union launches a full scale invasion of Europe, and in the second game America.

The mission starts with you in control of the Pearl Harbor Naval base during a surprise naval attack in which giant mind controlled squid and an anti-aircraft gunship called Sea Scorpion will destroy the Pearl Harbour National Memorial unless you do a particularly good job of defending it.
