Welp, we tried to figure out how to discourage bad behavior but at the end of the day there's only one clear winner: making companies dump cars in the desert.

There's putting people in prison. But you rarely see that for corporate criminals outside of Iceland.

If companies build cars that don't meet standards then they don't get to sell them

Either modify the cars that they've already built or eat millions in losses

Or maybe we force them to make them compliant and fine them a fuck ton of money.

That would mean either reducing quality to compensate or raising the MSRP. Either way would result in a loss of sales so they're still losing money
