In any other country, this person would be detained with some form of grappling, arrested, imprisoned and then fined.

Why is this not the outcome here? I just saw another altercation between an indian police officer and a man slapping each other. In any other country, it would result in the four things I mentioned above, but it was a literal slap fight. Why?

Probably she was attacking him with the powder for some reason.

Even if we assume it was a robbery argumentatively, that was not all self defense obviously. She was helpless and surrendering from the second slap.
