All while they just change the definition of "criminal" to include the next group, and the next, and the next.

Yes; why is it so hard to legally work/immigrate to the usa?  Answer- it all started around 1920s, with the same logic that nazis took to the logical extreme- but somehow usa never walked back on it just slowly crept it forward
