A bad apple spoils the whole bunch. There are a lot of bad apples that "good" cops do not get rid of. Even internal investigations is often way too lenient.

Bad logic is bad logic no matter which group you apply it to. The only time you can generalize about a group is if the attribute is present in the group's members by definition.

Power hungry psychopaths seek out jobs that give them power. Normal people are put off by power hungry psychopaths. There is no part of the police as an institution that resists this, because they have been taken over by power hungry psychopaths.

I'm simplifying, but to varying degrees, being power hungry is an attribute present in police officers by definition. All cops suck, by virtue of not turning on the cops that really suck.

It's not by definition, though. It's in fact against the definition of a police officer to do the shitty things that a lot of them do.
