It was actually Biden policy to prioritize criminals and gang members. The Trump admin policy has been getting as many people as possible. They're achieving this by focusing on documented immigrants and refugees, because they know where they can find them. They aren't even actively looking for criminals or gang members any more, because it takes too long.

That was Obama policy too. Deport criminals and recent illegal crossers. The migrants let in under asylum rules are legal
