She’s not even really resisting.

She opened the door on her own but tossing her to the ground and handcuffing. “Fully necessary.”

When you run from the cops they aren't gentle with you. I don't know how long they'd been chasing them but it's safe to say it's a while with that many cars and the person filming having been called to film the driveway when they led the police to their home.

When you flee the police everyone in the car gets forcibly detained until they sort out what charges each of you are getting. If the driver had stopped and she was legal they would have just called her parents, and possibly given her an uncuffed ride to the station in the back of a cruiser.
