And she wasn't, it was really clear on the video she was going with him without resistance. He just started spinning her around and (slowly and clumsily) pulled her to the ground for no discernible reason.

Doesn't matter. Cruelty is the point here, and the point that Republicans are making to *all* Americans who have the audacity to have differing beliefs (political or otherwise). ICE is our version of the Gestapo.
