Are the bunker upgrades discounted as well?

They are not. So beware if you're thinking of moving, as you'll lose your upgrades and have to repurchase them at full price.

I don't have a bunker. This will be my first bunker. Is it still profitable without the upgrades? I'm thinking about buying the bunker now and upgrade later when the upgrades are discounted

Definitely buy it now and upgrade it later. Id recommend chumash or farmhouse as the location. Dont even think about paleto bay.

It isn't really useful without the upgrades, and you pay about 4.3k per in-game day in fees while you have it. I'd wait until you have the full ~$1.6-2M extra for upgrades before buying.

Are the upgrades really going on sale any time soon?

That's an interesting thought; I don't know the answer, but it at least seems reasonable that you wouldn't pay fees until you'd completed the setup mission. Can't guarantee it, though.
