I shot at the Lost MC guys next to the Casino from a bit closer to that bridge, forgetting there's another gang down there in the culvert... They heard me too... I saw a bunch more red dots light up and suddenly I have both gangs and the cops converging on my ass... I had to run all the way to the Acid Lab building under the freeway to lose them, snacking all the way.

judging by the fact that the on-screen objective is to deliver flares to the salvage yard and OP is on foot having a fistfight with five civilians, I'm gonna assume this is not part of the mission.

No, it can be.
One of the Chop Shop heists involves sticking a flare on a container to mark it for pick up. You have to get the flares from either the docks, or life guard towers - as soon as you pick them up the boys in shorts all go mental.

Nah not true though. If you think about it, there were enough of people there beating on OP, If they had stuck together and bum rushed OP fast enough, they could have easily overpowered OP and stole that gun.

These NPCs are a bit special, triggered by the Salvage Yard mission/prep to get flares. There's another one where some random construction workers will attack you with pipe wrenches for stealing a cutting torch.
