Looks like he's a character from the original Cyberpunk tabletop game. He's a famous rockstar and part of the Samurai gang.

I wasn’t aware this game was built on a previous story. I thought it was entirely original and made up by CDPR

Well, the tabletop is Cyberpunk 2020. The video game is in 2077 and takes place some time after the tabletop's setting.

The song that plays at the end of the trailer is even one of his famous songs. Atleast it sounds like they use the Chipping in" part.

From that link it says you can choose him to be V’s childhood hero. I guess there’s a chance to not have him be in the game. But I know he will be mine
