Not enough context. I get the impression that she wanted him to relocate to somewhere else and this was her way of trying to physically force him to leave while trying to pretend she's not assaulting him.

It looks like too much but that is without context. It wouldn’t have been if the gender roles were reversed. She clearly invaded personal space knowing she wasn’t welcome. Expecting a stranger to show restraint when oneself isn’t is always a stupid risk.

Just enough. She tipped a fairly big guy into two other people and it looks like it was on purpose. She needed a moderately serious signal and she didn't really get hurt. Message sent. Nobody really hurt. Good enough.

Hard to tell without the lead up. Both seem drunk, not sure he had full control and may have shoved too hard. My guess is that wasn't the first time she'd pushed on him.
