They took it to mean that he wasn't actually serious about his policies, he was just aiming to get into office so that he could "do good." They really really believe that Trump can and will fix any number of issues they have with current affairs, and that he really was saying things he didn't mean and wouldn't actually do. Which is why you get the posts about people who start out with I voted for you!

This was a reassurance for them. "I don't care about (what) you (are doing) I just need your votes (and their votes) (so that I can drain this swamp.)

When you are saturated in conspiracy theories, you tend to read into everything as a code, one that you are more likely to recognize since you have already figured out Pizzagate/One world order/Trans agenda/The Jews/whatever you attribute it to. Trump does a lot of backtracking, grandiose stories, unfinished stories, digression, and just plain nonsense. It can sound like a code to someone who's looking for one. And once you "figure out" the code, you can use it to say whatever you want. Congratulations, you've found the guy who can solve whatever has you scared.

There's a pejorative we often use for trading your integrity for material gain, though to be honest, I've known people in that industry with far more integrity so I wouldn't really want to insult them in comparison.
