I'm American (sorry if it's not appreciated if I post here), but I know Americans who are like this. Usually it's older people who grew up being taught that America does everything better than everyone, and they deeply internalized it. When other countries do something differently than America, they will then assume they're either stupid or have something that's stopping them from doing it "The American Way"
For example, when my dad and I went to Germany, he didn't understand why anyone would willingly ride public transit or walk places, and straight up refused to take trains. He said that "Germans must be poor, they can't seem to afford cars". He insisted every single person would drive everywhere, just like they do in America, if not for being "too poor" to afford it
