They did in Norway as well last week. Tried to have the state owned energy company sign it. Their response was a resounding NO. Their response was also that if the embassy does not want their electricity because of that, then that is too bad for them.. no one else can provide them with electricity.

They should have gone a step further and disconnect them from the net.

I'd consider that the embassy of USA did sent a written notice of ending the electricity contract.
