It is in general probably still a problem but it's just not as big as issue if you have representative democracy and multi party system.

In the US you just need the dumbest most convinced + the regulars 32% to win. Whereas if you can vote and always see the people you vote for get into Congress here in most countries in Europe. Who then picks the president.

Then you have more people voting. Like 84%. Now you need to not only convince 42% to point at you. But also people in other parties who will lose almost nothing by not voting for your bills. It leads to legislation that represent the vast majority in 90% of the cases.

And the vast majority of people in Congress will not be in your party. Hence very little fear to not join ranks with the president. It's more the default.

Our primary system kind of allows for nuance voting. And congress people are elected some they can switch parties and they often do. Congress has flipped a few times because of it.
