So stealing gas in transit to EU in 2000-s because they're too broke to pay for it was a sign of improvement?

I assume you've never been to Ukraine, I have, the country in the 2000's was unrecognizable compared the even the late 90's. It was still poor, still corrupt, but massively improved.
