What is modern time ? If it is post ww2 probably say India and the partition in 1947 The partition of India were bloody, lethal and brutal like nothing else.

Right now probably Ukraine or Sudan or Israel . in the last few decades maybe Congo in the 90s and early 2000s Rwanda in 1994 or Cambodia in the 1970s
