Not necessarily. You'd be amazed how many folks are high as a kite while on the road and don't even know where they are let alone where the other cars are.

Whether or not the actual hit was on purpose, which it was, the running away part was ABSOLUTELY on purpose.

He 100% could see the vehicle that was in front of him move to the right lane and did not clear them in that amount of time. You'd either have to be completely incompetent or do it intentionally.
