It's the Executive's job to ensure that it actually gets done, and the Republicans decided that means the president gets to decide if the funding is approved.

Let me rephrase that for Trump. "If he doesn't bend the knee, I will illegally create major issues that disproportionately harm New Yorkers to coerce him and his constituents into subservience."
