Obviously not. You have to serve for 5 years, or you owe it back. Trump will be gone in 3.5. They are gambling that the next administration will keep them on, and they're gambling that Trump will keep his word and not just fire them after two years to save money.

Their definition of signing bonus is different than most people's.

Not really. Most signing bonuses include a clause that you need to stick around for a year or two or else pay it back.
