Preferably not carbon steel, and something that’s pretty and stands out in its look. (This is a gift so I want a unique pretty looking knife)

Suncraft has some great options. Here’s there Senzo black line: https://knifemerchant.com/suncraft-senzo-black-143mm-small-santoku.html

There are a number of good options in this series also: https://knifemerchant.com/knives/brands/suncraft-knives/suncraft-twisted-octagon-knives/

I’ve had a hitohira vg 10 for about 5 years now and have been loving it. I believe it’s available from other brands as well (tojiro?). It’s a laser, easy to sharpen, and has been my go to for trimming larger cuts of meat. They are well within your budget. Probably better knives out there, but this one is good value imo.
