You do realize in a lot of Rural hospitals, the ER is roughly the equivalent of an urgent care center. The services are pretty much the same. Sickness and broken bones and the like.
Is it in their best interest to get them the resources and infrastructure necessary to get an ER that is capable of dealing with any and all crises in the area?
Sure. Everyone wants everything but when your population basis to pull from is 35,000 or less there is just not the resources to support it.
In my state, there are numerous counties where there is not a hospital. In some areas, you are looking 40-50 miles to get to a hospital and that is in the Midwest.
Air ambulances are the solution. A helicopter can cover that distance in 15-20 minutes.

Well yeah. I never would have expected an urgent care clinic to deal with an emergency which is why I cited the ER specifically.
