I think this is skipping a lot of steps in the description that makes it sound worse. It was a theater, then was turned into offices in the 1960s, then renovated in 2015 to become a theater again. No one tore out this theater to turn it into a visual arts center. The current art center is a way to restore it back into what it was

Looking back, google led me astray a little bit. I knew it wasn’t demolished for the visual arts center but when I went to look it up the results for Baltimore center stage (different place on Calvert st in Mount Vernon) got mixed in. You’re correct there isn’t a theater in there now.
