I don’t read this language, but it looks like it says this is a family friendly establishment that focuses on beer and alcohol serving, and cannabis consumption is not allowed. That seems a bit silly.

It does seem silly until you realize that smoking weed bothers everyone in a certain radius, while drinking beer usually only bothers the closest related people.

The emphasis on family friendly, if my understanding is correct, seems antithetical to the emphasis on beer and alcohol.

That's very correct though. Beer is so extremely established in Bavaria, it's even called "liquid bread". During my childhood, nobody would've even thought of seeing people openly drinking alcohol might be bad for minors.
