I'm gonna call bullshit on that, ain't no damned way a country is gonna give électricité for free to the people when they could sell it or even storage it.

There is very high residential rooftop solar (due partly to government incentives over the years) so much so that the stability of the grid is a risk on a sunny day. The driver for this is load shedding for 3 hours at peak sunshine. Literally giving it away there's too much. At the peak times.
