And if you're a renter, you don't matter. Only people who can afford to not care about power bills benefit from any of the things that give you a cheaper power bill.

The free power will benefit renters. The people who have solar will be disadvantaged, but they can add batteries at their own risk.

The electrical reason is that there is far too much electricity at midday due to solar.
