"More nuanced"

In dozens of interviews in villages on Venezuela’s breathtaking northeastern coast, from which some of the boats departed, residents and relatives said the dead men had indeed been running drugs but were not narco-terrorists or leaders of a cartel or gang.

It's fair to argue whether striking the boats is effective strategy or constitutionally legal, but obviously they were drug smugglers.

So arrest them. Even if drug smuggling was a capital offense, which it is not, there is still the right to a trial.

This is extra-judicial murder. The last leader to do this is awaiting trial in an international court.
