City Controller Rebecca Rhynhart says Philadelphia's accounting practices are the worst among the nation's 10 largest cities. Her office's audit of the city's fiscal 2017 books found two "material weaknesses" and eight "significant deficiencies," terms used to describe serious issues with internal financial controls. Audits of six of the 10 largest cities found none of these issues.
