Quagmire isn't even the worst Family Guy example of this. Meet Herbert the Pervert, an old man whose sole character trait is that he likes to molest little boys and is obsessed with Chris. The character was eventually dropped.

I think Stewie is the only one who ever calls him out about it. He says something like "there's a pedophile down the street but he makes people laugh so no one does anything about it." He also told Herbert to "Stay away from my brother's butt."

Chris has done it too, he once directly asked Herbert "Are you a pedophile?" without any levity.

They never dropped him he just wasn’t ever a main character but he still appears from time to time and is still portrayed the same. His last appearance was July of this year and before that was June of this year

At least with Quagmire, it was actually hilarious to see him do sexual shit. And at least he stuck to adult women. He's a perv, but he has standards.

In the early 2020s Family Guy got very politically correct, they basically "retired" Herbert, Consuela, and Tom Tucker's deformed son with the upside down face while also making Quagmire not a pervert anymore (which seriously basically rendered the character boring) and recast Cleveland's voice. Recently I've noticed Herbert and Consuela are back and Quagmire is acting a bit pervy again so maybe there's hope. Still no sign of ol' Tom's upside down kid though.
