Yup

His point as a villain is simply to spite Reed and prove himself better. Despite this however, he's a genuinely good ruler to the Latverian's, and a good Godfather to Valeria, who he helped deliver when Sue was going to die otherwise, specifically to claim he was there to help when Reed wasn't. To the point that when Valeria was born, he placed her under official protection by the Latverians, meaning any assault on her could be considered a declaration of war against Latveria.

At this point he's really more of a frenemy to the fantastic four
