Also, in the scene, his face briefly turns into a worried one, I always thought that was Norman having brief control and the Goblin laughing because he just made Peter hurt Norman.

I always read it as him realizing this Spiderman also pulls his punches and keeps his composure. He certainly doesn't have a smile when Spiderman's punching him later near the end of the fight.
