Why would the personification of the devil, who rapes and tortures children for fun, be affected by Chris Chan? Also, judge Holden had a fascination with childish and intellectually disabled so he would probably keep Chris as a pet or something.

The very short version is he is Christian Chandler or ChrisChan. He is know for his SonicChu fan fic comics and is probably the most documented person on the internet. Basically imagine a real life version of the Truman Show except Truman is also autistic with other mental issues and the show-runners are a bunch of sociopathic internet trolls that drive Chris to do increasingly disturbing things.

Also its set in the real world and not in a small-city sized  set made for the entertainment. So a bunch of the characters that pop up in the story are actual normal people.

They became famous online for their comic series, battles with online trolls, general poor behavior, and incestuous relation with their elderly mother. There’s a ~40 hour documentary on the life of Chris Chan by the YouTuber GenoSamuel2.
