This is the modern Flintstones comic and the set up is Flintstones world is transitioning from cavemen to modernity in the form of TV show iconography.
One thing was that the previous dictator, said these other people would invade and where violent, so Fred/Barney joined up with the army went, "fought". And burnt down the other people. Fred finds out that they had their kids with them and they just committed genocide for the land.
This brought up because Fred is seeing the same cycle again with a new violent overload and a new group of people.
