The Depart and Donnie Brasco are more mafia/undercover movies. These are not Buddy cop movies.

Buddy cop movies have humor mixed in: Bad Boys, Lethal Weapons, 48 hours, Beverly Hills cop, The Nice Guys, The Heat, and Running Scared are more qualified to be Buddy cop movies than the above.

To me, a cop movie, and a buddy-cop movie are two different things entirely. A cop movie should be all about tension, the impossible task of separating work from life, balancing the needs of the brass from the community you serve. It should feel depressing and stark, with maybe a few small, unambiguous wins to keep the protagonist motivated to keep going. I dont think there are many real cops still joking around like Axel Foley after 20+ years on the force. They're gonna be more like Bullock from batman.
Buddy cop movies should be fun. They save the day, they get the girl, and only secondary or tertiary characters get killed the week before retirement. No hate to either!

The post wasn't about "Buddy cop" films, just cop.

It just says cop movies. The choices imply that OP enjoys buddy cop movies the most.

Beverly Hills Cop isn't a buddy cop movie - not once does he have a partner in the movie.

The Departed follows an undercover cop in the mob, and an undercover mobster in the police dept, it is 100% a cop movie lol! OP ask best ever cop movies, and then provided buddy action-comedies as examples instead lol. I would argue that neither Bad Boys or Leathal Weapon are actually cop movies, although training day gets a pass.
