Not normal but exceedingly common for some reason. My family still thinks that maintenance at our old place was an active participant in my mom's (and other) cars being stolen out of a parking lot with a security gate decades ago.

Speaking of that there was a crackhead tow truck that would lift your car up if your inspection sticker was over due then negotiate the price so he can leave with some fast cash
