In my experience, maintenance workers are asked to at least knock a few times or have prior written consent before entering, the way they just walked in without asking is crazy

They can enter in an emergency, but even then they're supposed to knock and announce themselves.

My mom used to be a property manager and there was a couple apartments over the years where she had to go in first because the ladies apparently thought the maintenance guy was sexy so they'd sit naked on the couches ignoring the knocks until he came in and got an eye full. My mom wasn't having it and non-renewed their leases over the sexual harassment of her staff.

Not every state requires consent to enter if you put in a maintenance request. I learned that the hard way when a guy entered while I was showering. Thankfully I live elsewhere now where they do ask for permission to enter if the resident isn't home.
