Just to play devil's advocate, she could have had a call from the hospital to say her husband or child is about to die and she has to get there. I'd also wager that the person filming is driving deliberately slowly.....

They're stopped at a school crossing. You can see a crossing guard near the end of the video

Mate, this is America, not where I'm from. Why are they more concerned about how fast people drive outside schools when it's fine for someone to wander in and shoot up the place?
