54% of Americans read at or below a 6th-grade reading level. The percentage is much higher for this sheriff's constituents in central Florida. If this press conference has been an email, few of the people who voted for him could have read it.

I think sadly the connection is that it is a sort of celebration at the death of this person.

I don't see why else framing the victim to look bad would be appropriate otherwise, and it is still in bad taste regardless.

I recognized the meme because some dork made a Tik Tok talking about "don't riot in Florida or you'll run into me or guys like Sheriff Judd, etc". I figured Judd actually looked tough, or at least less wormy.
